Parking Division

*** Starting May 1, 2026, Parking will no longer use the display placards; all enforcement will happen based on your license plate. When the current placard expires, April 30, 2026, the new “no display” parking enforcement will begin. If you have not already done so, you can sign up for this service by going to the Parking website and clicking on the “APPLY FOR MONTHLY PERMIT” link, this will allow you to either renew an existing permit or buy a new one.

Some of the changes with our new system:

  • Allows you to easily manage your account online. 
  • You can pay with a credit card and sign up for autopay.
  • Invoices and communication will now come via email, getting updates to you quicker.
  • There is no placard to return before we can stop billing you.

Your online account comes with the ability to easily change your vehicle information, for those times when you need the flexibility of using a different car. Only one car at a time can be enforced, so you will have to choose what plate number you are using. 

The information we now need in addition to the application:

  • Plate number for enforcement.
  • An email address for billing and communication – Please note that City employees must use their work email to sign up.

Billing will continue to be month by month without an expiration date. If payment is not received for the month billed, the system will shut down the permit until the outstanding balance is paid.

Customer service is our main priority and the employees of the Parking Division are held to a high standard of professionalism when assisting the citizens of Manchester. However if you receive a ticket and feel it is in error, please fill out the Citation Review Form and submit.
