The Records of John C. Mongan, 1968-1969

Introduction

The Manchester Municipal Archives has the records of Mayor Mongan's second term in office only. They consist of 26 folders, covering topics such as the Manchester Housing Authority, the Model City Agency and Water Pollution Abatement.

John C. Mongan was born in Manchester on April 17, 1925, the son of John and Anne Frain Mongan. He earned a BS from Boston University and a M.P.A. from Northeastern University. In 1947, he married Margaret Mary Mahoney and they have two children, Kathleen and John M.  Mayor Mongan died on June 20, 2013.

In 1962 the first inauguration outside City Hall since 1946 took place at Memorial High School, and John Mongan was sworn in as Manchester's 36th Mayor. Mongan was elected again to serve the people of Manchester in 1967.

Mayor Mongan's career in government is extensive. In addition to his two terms as Mayor of Manchester, he served as town manager of Ipswich, Massachusetts; City Manager of Prospect, Illinois and director of city planning for Lynn, Massachusetts. He has also served on the Manchester School Committee, the Manchester Industrial Council, the Manchester Planning Board and the Manchester Water Board.


Scope and Content

The Mongan papers are primarily correspondence with a small amount of additional materials, reports and a proclamation. The report by the City Physician contains statistics on duties performed in 1969. The Model City Agency folder contains the first information on Manchester's participation in this federal program aimed at the rehabilitation of urban areas in the United States.


Arrangement

The folders are arranged alphabetically and are labeled to reflect the filing system created by Mayor Mongan's office. Contents are arranged chronologically with each folder.

The collection was processed by archivist Sally Stephensen in 2000.

The records are open for research without restrictions under the conditions of the Archives' access policy. Records may be copied for use in administrative, scholarly or personal research. Researchers are responsible for obtaining copyright permission to use the material from the archivist.
