Open a New Pool or Spa

Opening a new public pool, spa, or hot tub (serving hotels, apartments, gyms, etc.) in Manchester requires prior plan approval from the New Hampshire Department of Environmental Services (NHDES) before construction begins. The Manchester Health Department handles only the final pre-opening health inspection and annual operating permit. This ensures compliance with state design standards under RSA 485-A:26 and Env-Wq 1100 Public Bathing Facility Rules.

Process

  1. Submit Plans to NHDES for State Approval (Required Before Construction)

All new public bathing facilities must receive NHDES design approval prior to any installation or reconstruction.

Prepare construction plans and fill out the application on the online portal, including:

  • Pool/spa dimensions, depths, materials, and circulation systems
  • Filtration, disinfection, and drainage layouts
  • Structural details, barriers, and safety features
  • Plumbing and electrical schematics

  1. Obtain Local Building Permits (Manchester Planning & Community Development)

With NHDES approval:

  • Apply to Planning & Community Development for structural, electrical, and plumbing permits:
  • Pass construction inspections (structure, electrical bonding, barriers)
  1. Manchester Health Department Final Pre-Opening Inspection

After construction completion and building permits are finalized:

Submit the permit application to the Manchester Health Department

  • Fees: $175 (indoor/outdoor pool); $125 (spa/hot tub, first 2 units); $100 each additional
  • No fee for government or non-profit facilities

Schedule inspection by Certified Pool Operators (CPOs):

  • Verifies water quality systems, safety equipment, signage, and Env-Wq 1100 compliance
  • Confirms City Ordinance Chapter 91.35 standards

Open only after approval—facility posted as "closed" until passing.
