Manchester Police officers were called to 1061 Elm St. just after midnight Tuesday morning for a reported Domestic Disturbance. At the address, officers spoke with a female who reported that she'd been assaulted by her boyfriend during an argument. According to the victim, what began as a verbal altercation soon escalated into a physical confrontation after her boyfriend would not allow her to leave the apartment. When she attempted to call the Police, the male subject grabbed the phone from her and put it in his pocket. The victim attempted to leave once again, but she was thrown to the floor. The boyfriend then held her down and covered her mouth with his hand, in an apparent attempt to keep her from shouting for help. The victim was eventually able to escape and she ran to a neighbor's apartment for help.
Michael Welch age 20 was located outside 1061 Elm St. and he was taken into custody without incident. Welch was charged with two counts of Simple Assault, False Imprisonment, and Obstructing the Report of a Crime. Welch was also charged with two additional counts of Simple Assault from a Domestic incident on 9-28-09 involving the same victim. The victim in this case did not seek medical attention at the scene.
