The Highway Commission is an advisory board to the Highway Division, the Facilities Division, and the Environmental Protection Division. Commissioners are appointed by the Mayor to three-year terms.
Patrick Robinson, Chairman
Patrick Robinson is a Regional Systems Engineering Manager with US Cellular, a Regional Wireless Carrier. Pat was born and raised in Manchester, where he attended Manchester public schools and graduated from Memorial High School. Pat attended Plymouth State College and also spent 6 years in the United States Marine Corps. He currently is a commissioner representing Mobile Carriers with the State of NH E911 Commission and has served on several boards for non-profit organizations, including the Manchester North Soccer League.
James Burkush, Clerk
James Burkush is a lifelong Manchester resident graduating from Memorial High School. He was hired in 1977 as a Manchester firefighter, rising through the ranks retiring as Fire Chief after 39 years of service. Currently, Jim is the Fire Chief of the Hooksett Fire-Rescue Department. He holds a Bachelors Degree in Fire and Emergency Management from Granite State College. Jim also is a graduate of Leadership Greater Manchester and the National Fire Academy. Jim is a Director of Members First Credit Union, Member of the 100 Club of NH, and several State and National Associations. He and his wife Anne reside in Ward 9.
Trixie is currently the Development and Comunity Relations Coordinator for Intown Manchester. She has been with Intown for over 7 years, starting as office manager, and has now taken on the responsibilities of Marketing and Web content. Trixie is a board member for Manchester Young Professionals Network and lives in the North end of Manchester.
Armand Forest is a lifelong Manchester resident. He served as a patrolman for Manchester Police with a special focus on community policing. After 23 years with MPD he continued to serve the citizens of Manchester as Alderman for Ward 12. During two terms as Alderman, he served on several committees such as the Special Committee on Solid Waste Activates and Traffic and Public Safety. Subsequently, Armand represented Ward 11 as a NH State House Representative from 2014 through 2018. He resides on the Westside with this wife Lucille.
Kathleen Sullivan has lived in Manchester all her life, graduating from Memorial High School in 1972. She is a retired attorney and a former member of the Manchester Library Board of Trustees. She served as a member of the 1997 Manchester Charter Commission, and more recently as a member of the Manchester School District Charter Commission. In addition, she is the former chair of the New Hampshire Democratic Party and a former member of the Democratic National Committee.
