Our Anthem High Deductible Health Plan (HDHP) is a comprehensive solution designed to prioritize your health and financial well-being. With a focus on preventative care, it covers these essential services at 100%, ensuring you have access to crucial preventive measures without any out-of-pocket expenses.
For non-preventive care, including prescriptions, the plan operates on a deductible basis. Members are responsible for costs until the deductible is met, after which in-network medical care is covered at 100%.

2000 HDHP HSA Plan: A $2,000 deductible for individual plans and $4,000 for two-person or family coverage.
Effective July 1, 2025 (FY26)
2000 HDHP HSA Plan: A $2,000 deductible for individual plans and $4,000 for two-person or family coverage.
5000 HDHP HSA Plan: A $5,000 deductible for individual plans and $10,000 for two-person or family coverage. An option that typically features lower premium costs, ideal for those who want to save on monthly expenses and are comfortable with a higher deductible. (Only available to certain groups/unions)
Both options are HSA-compatible, allowing you to set aside pre-tax dollars for qualified medical expenses, adding another layer of financial flexibility.
Health Savings Account (HSA)
This plan is accompanied with a Health Savings Account (HSA), a flexible bank account tailored to assist in covering your deductible expenses. What sets our HSA apart is the rollover feature, allowing any remaining funds to seamlessly transfer into the next plan year, providing continuous financial security and peace of mind.
The City of Manchester contributes directly to your Health Savings Account (HSA) to support your healthcare expenses, when you enroll in an eligible High Deductible Health Plan (HDHP). These contributions help offset your out-of-pocket medical expenses and are made annually based on your plan selection and coverage level.
2000 HDHP HSA Plan (75% of Total Deductible):
- Individual Coverage: $1,500 per plan year
- Two-Person or Family Coverage: $3,000 per plan year
5000 HDHP HSA Plan (50% of Total Deductible):
- Individual Coverage: $2,500 per plan year
- Two-Person or Family Coverage: $5,000 per plan year

*Any employee 55 years of age and older, may add an extra $1,000 to their maximum allowed contribution.
