Lisa Drabik - Human Resources Director
As the Department Head, Lisa is responsible for all Human Resources Director is responsible for all Human Resources functions for the City and the entire Human Resources staff tasked with supporting employment processes from recruitment through retirement.
Kevin Kincaid - Security Manager
Kevin is responsible for the security of City and School District buildings and facilities. He works with various City Departments ensuring compliance with all federal and collective bargaining drug and alcohol testing requirements; conducts background investigations on new hires, handles ADA compliance, and manages and programs the City and School District alarm and access control systems. Kevin also conducts investigations of employment related discrimination & harassment allegations.
Karen Poulin - Human Resources Analyst
Karen works with all City Departments to attract and retain the most qualified employees for the City, which includes entrance and promotional testing for the Police and Fire Departments. Karen is also responsible for the position classification and job evaluation systems for the City, handles the administration of Family Medical Leave ensuring compliance with all state/federal requirements of FMLA as well as assisting with ADA accommodations, compliance, investigations and targeted training programs for all departments.
Lilyvette Chavez - Compensation Manager
Lilyvette manages all payroll functions for the City of Manchester, providing advice and coordination to the payroll clerks in each department.
Michelle Harrington- Benefits Manager
Michelle handles all functions for the City's benefit programs including the processing of all paperwork related to Health, Dental, Long Term Disability, Life Insurance and Flexible Spending Accounts, and other voluntary benefits. Michelle also provides education and information to employees with regard to benefits and retirement.
Cynthia Flanagan - Administrative Services Manager
Cynthia handles budget management for the Human Resources Department including payroll processing, budget development and administration. She also handles administration of the City's Tuition Reimbursement program and serves as a liaison for the City's non-affiliated Sick Leave Bank.
Christine Dion - Payroll Coordinator
Christine administers the weekly payroll process for the City. She also processes the Worker's Compensation payments to employees who have been injured on the job and handles various other Human Resources duties.
Heather Gendron - Administrative Assistant
Heather handles the reception duties of the department by answering phone calls and greetings customers at the front desk of the HR Department. She also provides support with the administrative aspects of FMLA, recruitment and hiring and entrance/promotion testing processes.
Kristen Bibeau - Administrative Assistant II
Kristen assists the Benefits Manager with the coordination of all benefits functions.
Kelly Gill - Human Resources Associate
Kelly is responsible for inputting all employee related information into the City's Payroll System. She also serves as the initial contact for the City's Deferred Compensation Plan.
Nicole Ripaldi - Human Resources Project Coordinator
Nicole provides coordination, collaboration and support related to special projects within the HR Department, including the City-wide classification and compensation study.
