INVITATION TO APPLY * CITY OF MANCHESTER HOUSING REHABILITATION PROGRAM
City of Manchester Housing Initiatives Program
The City of Manchester Department of Planning & Community Development is inviting eligible Manchester property owners to apply for funding to address major and minor Housing Code violations in Owner-occupied single family or multi-family homes (4 units or less). The Program provides 0%-interest repayable loans to moderate-income property owners and 0%-interest deferred payment loans to low-income property owners. Property owners must meet eligibility requirements as prescribed by the Department of Housing and Urban Development (HUD) and the City of Manchester.
Property Owner Eligibility – To receive assistance under this Program, Property Owners must meet each of the following requirements: must be an owner-occupant of a single-family residential structure or a 1-4 unit multi-family residential structure(s) within the City of Manchester; property must have eligible City of Manchester Housing Code violations as identified by a City of Manchester official; obtain income verification for all units being considered for housing rehabilitation (household incomes for all units being considered for housing rehabilitation must be 80% of the HUD Area Median Income or less); agree to terms and limitations of the Repayable Loan Agreement; agree to unit rent restrictions, household income limits and principal residency requirements for three years following the completion of the rehabilitation activities; have a clear deed, insurance, and be up-to-date on, water, sewer, and property tax payments; and any previously opened Building Permits must have been successfully closed after satisfactory inspection
Prioritization – After meeting general program eligibility criteria, applications will be evaluated and ranked in accordance with specific rating factors. Funding will be awarded to the highest ranked applicants. Funding is available to address deficiencies in approximately 10 to 15 housing units.

To be considered for funding complete applications must be submitted to the City of Manchester’s Planning and Community Development Department, 1 City Hall Plaza, Manchester, NH 03101 on or before March 17th, 2017.

Effective 11/1/16, all City of Manchester employees, retirees, and their dependents who are on the NE Delta Dental Plan with the City will have the innovative Health Through Oral Wellness (HOW) program available to them!
This program extends additional preventive benefits to those who are at greater risk for oral disease. Benefit enhancements may include sealants for children and adults, greater frequency of cleanings (up to 4 cleanings per year), periodontal maintenance, fluoride treatments, oral health counseling and tooth decay susceptibility testing.
There are 3 steps to follow to enroll in the program and see if you are eligible for enhanced preventive benefits:
- Register for HOW by going to www.nedelta.com and clicking on the "HOW" icon (make sure to watch the video!).
- Take the free oral health risk assessment called "My Dental Score".
- Share your score with your Dentist and request he/she complete the Clinical Assessment for you (the result of the clinical assessment determine if you are eligible for additional preventive benefits).

(Please know, any additional preventive benefits you may qualify for through the HOW program are subject to the City’s dental benefit plan design. These benefits are subject to the $1,500 calendar year maximum. Also, if your qualify for additional periodontal maintenance services under “Basic Restorative”, you will be responsible for the 40% coinsurance).
