When I delivered my budget address on the last evening in March, I called for a weeklong furlough for all city employees in an effort to save 90 positions city-wide. While the vast majority of employees have accepted and supported this idea as the best option for the city workforce, there continue to be those in union leadership who will not acknowledge that furloughs are a viable option for workers in the City of Manchester. Their alternative is clear: either a tax hike or layoffs are better solutions to the city’s current economic situation than all city employees sharing the burden together.

Tuesday night I delivered a responsible, transparent budget that will do its part to decrease the burden on taxpayers in the City of Manchester. This budget now goes to the Board of Alderman, who will bring back their recommendations before the end of June. The economic downturn throughout the nation is apparent in Manchester, as we have seen a drastic shortfall in revenues. However, I am adamant in my belief that the taxpayers of Manchester should not have a further tax increase put upon them when we, as a city, can find efficient and responsible ways to avoid it.

Despite some dreary weather on Sunday, Manchester was once again treated to a wonderful weekend of events and celebrations. The Queen City greeted a number of out of town guests this weekend as Verizon Wireless Arena played host to the Northeast Regional college hockey tournament. Fans from North Dakota, Ohio, as well as Massachusetts and our own UNH fans were treated to a full weekend of great hockey. Aside from the hockey tournament taking place, Manchester again hosted its annual Saint Patrick’s Day Parade yesterday and, despite some very Irish-like weather, the parade was a great success.

This weekend the Queen City hosts the 14th annual Made in New Hampshire Expo, highlighting our states craftsmen and local entrepreneurs. The event will be kicking off this Friday afternoon and will run through the weekend, with exhibitors showing their trades, products and crafts in what I am sure will be another banner year. The Expo traditionally serves as a mark of spring in Manchester, and allows for visitors from around the area to visit our city and take a look at the wonderful products that are made here in New Hampshire.

Last Friday afternoon, Governor John Lynch announced that he had chosen to reverse his initial plan to suspend the rooms and meals tax monies from cities and towns across New Hampshire. This about-face in policy comes as municipalities across the state were trying to prepare budgets for the next fiscal year that would take into account the lack of funds from the historic funding source. I am pleased that municipal leaders were able to unite throughout the state in a bipartisan approach to show the problems and damage that would occur if the proposed changes were inflicted upon our budgets. Working together, we successfully were able to show Governor Lynch that withholding rooms and meals monies from the cities and towns was not the correct path to solving the state’s budget deficit.

In the coming weeks, both city and state officials will face many tough challenges in regards to budgeting for the next fiscal year and biennium, respectively. While the public in New Hampshire and around the country are growing tired of the fiscal woes forced upon us daily, it is important to understand the impact of what lawmakers propose, consider and pass this spring. On Wednesday morning, February 12th, Governor Lynch gave his biennial budget address outlining the fiscal direction the state will take in the next two years. While economic downturn has plagued governing bodies throughout the country, from town councils to Congress, it was important that the Governor outline a responsible budget that would stem the tide of further wasteful government spending, and begin the state’s movement back towards a balanced budget.

Today marks the 200th birthday of Abraham Lincoln, our 16th President, and a man who has been and will be remembered as one of the greatest leaders in this country’s history. Abraham Lincoln assumed the Office of the President a month before the beginning of the American Civil War in 1861. His courage and leadership guided the Union to victory in the Civil War; he produced two executive orders, collectively known as the Emancipation Proclamation, that effectively abolished slavery in the U.S.; and he crafted and gave one of the greatest addresses in American History, when he gave the Gettysburg Address at Soldiers National Cemetery in 1863. Today, the 200th Anniversary of his birth, he should be remembered as one of the most influential leaders in American History.

For a number of years now the Union Leader newspaper has been involved in the winter tradition of selecting the Top 40 Under 40, a collection of 40 young leaders in both business and community roles. Each year, colleagues of these fine leaders nominate those they believe are worthy of the commendation, and a Union Leader panel deliberates to select 40 finalists.
