On March 1, 2009 the Building and Planning Departments were merged into one department called the Planning and Community Development Department. This will provide a smoother application process for developers, contractors and homeowners alike in that it will allow for “one-stop-shopping”. All contact numbers will remain the same. For Building Department inquiries (permits, variances, code enforcement) please call 603-624-6475. The Planning Department can be reached at 603-624-6450 for conditional use permits, subdivision applications, mergers, CIP projects, etc.

            On or about Tuesday, September 30, 2009, the City of Manchester will submit a Consolidated Annual Performance and Evaluation Report (CAPER) for the period of July 1, 2008 to June 30, 2009 to the US Department of Housing and Urban Development (HUD). The CAPER identifies and reports on all City projects financed through HUD appropriations with an assessment of the City’s performance in the fulfillment of these projects and programs. The HUD Programs include the following:
·        Community Development Block Grant Program
·        HOME Program
·        Emergency Shelter Grant Program
            Copies of the report will be available for review on Monday, September 14th, 2009  on the City website here and The report will also be available at the following locations during normal business hours:

The City of Manchester has faced a series of significant obstacles from the collapse of Amoskeag Manufacturing and the depression of the 1930’s, to the urban decay of the 1960’s and 1970’s to the serious recession of the early 1990’s. We now are on the edge of shedding our sleepy mill town image to become a major competitive force amongst New England cities.

Essential to the long-term survival and rebirth of the City and its neighborhoods is solid planning of both the development of the City and the planning of major capital expenditures. The Planning and Community Development team is passionate about encouraging good planning and making Manchester a first class City.

Hopefully our web page will give you a glimpse of what we do and how we can help you whether you are a developer looking to build in the City, or a resident looking to get involved in how decisions are made.
