| HIGHWAY COMMISSION MEETING AGENDAS NOW AVAILABLE ONLINE

| NO REFUSE COLLECTIONS ON LABOR DAY
The Highway Department will not be collecting refuse on Monday, September 6th 2010, the Labor Day holiday. Monday’s collection will be one day late and residents whose refuse collections are normally scheduled for Tuesday through Friday, should expect delays.
The Solid Waste Drop-Off Facility located on Dunbarton Road WILL BE CLOSED.

| DOWNTOWN PILOT SINGLE-STREAM RECYCLING PROGRAM TO GO IN EFFECT JUNE 7thBeginning on Monday, June 7th, the City of Manchester will begin a mandatory single-stream recycling program for properties currently receiving seven day solid waste pick-up within the Downtown District. Solid waste disposal is a major cost to the City. By diverting recyclable materials, it is anticipated that a savings of $46/ton will be realized. Based on this, a diversion of 20% of the downstream solid waste will create a savings of $ 32,000.
Recyclable materials will be picked up three days per week (Monday, Wednesday and Friday). Recyclables must be placed in blue toters, which are available at the Highway Department (624-6444) at a cost of $60/each or a green toter with a recycling sticker attached. Stickers are available at the Highway Department at no cost. Solid waste will be picked up four days per week (Tuesday, Thursday, Saturday and Sunday).
It is our intent to transition into this program and work with all property owners to make this a successful program.

| WORK TO BEGIN ON BIRON BRIDGEBeginning in May, the Manchester Highway Department will be replacing the deck on the Nazaire Biron (Kelley Street) Bridge through its contractor the T-Buck Construction Company. The work will consist of removing the concrete deck in its entirety and replacing it. This project will take two construction seasons to complete.
Although it is our intent to minimize any disruptions to the area, and to maintain at least one lane of traffic, there will be times when detouring or delaying traffic is necessary. These times will be at non-peak travel times and will typically last about 15 minutes.
We will be coordinating this project with the Manchester Transit Authority, the Police Department, the Fire Department, the Town of Goffstown and other interested parties to keep any disruptions to a minimum.

Biron Nazaire (Kelley Street) Bridge Deck Replacement

Project Need:
The Biron Bridge is on the New Hampshire Department of Transportation’s “Red List” due to the poor condition of the concrete deck of the bridge. The work is necessary to replace the deck. Delays in the project would result in water/salt penatrating through the cracks in the deck and damaging the underpinnings of the bridge and would ultimately result in having to replace the underpinnings (such as beams and other steel components).
Project Time Frame:
The project is expected to take two construction seasons beginning on April 26, 2010 and ending on or about November of 2011. The project will be mostly closed down during winter months with regular traffic flows.
Traffic Concerns:
The bridge will generally remain open for alternating one way traffic. Temporary signals will be set up on each side of the work area allowing for one direction of traffic at a time. Some short duration bridge closures may occur while moving materials and equipment into the work zone.
Total project cost: $5,500,000

| NEW EXCAVATION PERMIT FEES
The Highway Department will be charging an additional Excavation Permit “Roadway Degradation” Fee of $5.00 per square foot of patch size in paved areas of the City right of way, and $1.50 per square foot of disturbance in unpaved areas of the City right of way.
These fees will help recover the costs of degradation or loss of road life due to intrusion of the roadway or other surfaces. The income from these fees will allow for the earlier reconstruction of City right of way areas by supplementing existing and future road reconstruction funding.
Contractors will be required to provide a payment bond with their Excavation Permit application. Upon completion of the excavation, the pavement patch (or disturbed unpaved area) will be measured and an invoice will be sent to the Contractor. Once payment is received, the Payment Bond will be returned to the Contractor. Contractors doing regular business in the City will be encouraged to maintain a single Payment Bond (in lieu of individual permit bonds for each excavation) with the Highway Department for an amount to be determined.
