The City Solicitor's Office provides legal services to the departments and employees of the City of Manchester. The City Solicitor's Office also prosecutes cases before the Manchester District Court.

The Risk Management Office oversees the City's property and casualty insurance and self-insurance programs including workers compensation. The Risk Management Office also provides safety services such as employee training and safety programs and on site inspection of City property and facilities in an effort to reduce injuries and property damage.
