The Senior Services Department is the principal City agency responsible for mobilizing the human, physical, and financial resources available to assist the elderly population of the community. Subject to appropriation, the Department plans, develops and implements those programs that best serve the elderly and is, at all times, guided by the principle of maintaining the dignity and independence of each member of the elderly population.
In 1978, the Board of Mayor and Aldermen prepared for the needs of the elderly population by appointing an Senior Services Policy Committee, which gathered statistical and demographic information to assist the Board in its planning and policy setting. The Board of Mayor and Aldermen saw the need to provide direct service programs for Manchester's senior citizens. In 1986, the City of Manchester passed an ordinance to establish the Senior Services Department, showing the City's commitment to this special population. The City's Senior Centers became a part of the Department for continuity of service and administrative direction in the field of aging. Since its establishment, the Department has developed and planned programming, coordinated with other area agencies, and adhered to its mission and vision, recognizing the dignity of those it serves.
