Plain Clothes Operations Yield Drug Arrests

On 09-14-10 at about 1:50 PM, Manchester officers in plain clothes were in the area of Concord Street, east of Maple Street, when they observed a suspicious vehicle parked in the area. Upon further observation, they observed a subject on a bicycle approach the driver and engage in a brief exchange.
The bicyclist was detained and identified as:
26 years old
Perez-Leon was found in possession of cash and two small baggies of heroin. Further investigation resulted in his arrest for Possession of Drug with Intent to Distribute.
On 09-15-10 at about 1:45 AM, Manchester officers in plain clothes were patrolling the area of S. Main Street and Parker Street when they observed suspicious activity in the parking lot of the Seven Eleven involving two vehicles.
One of the vehicles was later stopped on Douglas St. Officers located a small baggie of heroin inside the vehicle. The driver, who initially provided a false name to officers, was subsequently identified as:
48 years old
He was arrested and charged with Possession of a Narcotic, Disobeying a Police Officer and Operating After Suspension. His passenger was identified as:
26 years old
Smart was arrested on several warrants out of several communities for Receiving Stolen Property, Theft by Deception, Burglary, Bail Jumping, and Operating After Suspension. Subsequent to his arrest he was found in possession of a small amount of marijuana. He was also charged with Possession of a Controlled Drug.
