Scope and Content
Police Chief Michael Joseph Healey's scrapbook contains clippings from newspapers relating to police affairs including reports of raids, arrests, and notorious crimes. Memorabilia include tickets to the police ball. There are also political cartoons of Healey, as well as newspaper articles written about Healey and the "Healey System". Much of the material pertains to a controversy over the police commissioners and their lax and inconsistent enforcement of liquor laws.
The contents of the scrapbook are largely chronological.
The finding aid was prepared by Bonnie Kilby, archival assistant, in December 2000.
The records are open for research without restrictions under the conditions of the access policy of the Manchester Municipal Archives.
