Mission Statement
The Facilities Division strives to provide proactive building maintenance and construction services that help the City fulfill its public mission of service to its residents.


Facilities Division (FD)
The Facilities Division provides for the maintenance (custodial, corrective and preventive), environmental compliance and capital improvements for 26 school buildings, 31 school portable classrooms, 2 athletic field houses and 24 municipal buildings. Services are not provided to enterprise departments.


Division Responsibility
The Facilities Division is a service-oriented organization. It is organized into five main functions, the Administrative, Custodial, Mechanical, Structural and Construction functions.

The Administration is responsible for ensuring that the division functions as a cohesive and effective team. Major responsibilities include, all accounting and clerical support duties, computerized work request processing, energy consumption data compiling, environmental compliance coordination, capital improvements, and energy management system scheduling.

The Custodial function is responsible for custodial and grounds maintenance (currently being provided by a nationally well known contractor), pest control and coordinating school building outside usage coverage.

The Mechanical function is responsible for maintenance to heating, ventilation, plumbing, air conditioning, hot water tanks, and oil tanks. They also provide life safety maintenance to emergency generators and fire sprinkler systems. This function is also responsible for programming the Energy Management System and for a preventive maintenance contract for electro-mechanical equipment in thirty school and municipal buildings, to ensure the maintenance work is completed and that the contract is being complied with.

The Structural function is responsible for maintenance to the building structure. They are responsible for carpentry, electrical, overhead doors, floors, walls, masonry, windows, stairs, ceilings, locks, flagpoles, building exteriors and roofs. They also provide life safety maintenance to emergency lighting and fire alarm systems.

The Construction function is responsible for coordinating and managing major capital improvement contracts relating to City buildings, planning for future needs, reviewing and implementing building construction, reviewing new legislation and regulations as they relate to the design, rehabilitation, operating and maintenance of facilities.
