Emergency Management

The purpose of the City of Manchester's Emergency Management Plan is to coordinate with the various departments that may be invloved in mitigating any hazardous emergency operations, such as:

  • Conflagration
  • Downed Aircraft
  • Multiple Vehicle Accident
  • Hurricane
  • Snow and Ice Storm
  • Fuel Shortage
  • Water Outage
  • Civil Disturbance
  • Earthquake
  • Tornado

  • Electrical Outage
  • Flooding
  • Hazardous Materials Incident
  • Nuclear Attack
  • Nuclear Fallout Environment
  • Nuclear Power Plant Accident

    This plan, being implemented by the community government, will provide the basis for coordinating protective actions prior to, during and after any type of disaster. It was prepared to conform to guidelines established by the Federal Emergency Management Agency, U.S. Nuclear Regulatory Commission, Federal Energy Regulatory Commission and the New Hampshire Emergency Management Agency and is in concert with the State of New Hampshire Emergency Management Plan.

    The Emergency Management Plan of Manchester is comprised of the following departments:

    Emergency Information Center
    Emergency Information Room

    The Emergency Operations Center (EOC) is used to coordinate activities associated with a large-scale emergency or natural disaster. Located at the Fire Department’s Central station, it consists of three adjoining rooms.

    The first room is a large meeting room where the Mayor, department heads and representatives of private emergency organizations can meet to make decisions, locate and assign resources to mitigate the emergency situation.

    The second room is for communications. Here contact is maintained with City departments, local hospitals, utility companies, Red Cross, nearby towns, and the New Hampshire Office of Emergency Management.

    The last room is the Media Relations room, where media representatives can get timely and accurate information for dissemination to the public.
