Trash Collection



Municipal trash collection is provided weekly, Monday through Friday. Rubbish containers must be placed at curbside or at the end of the driveway no later than 6:45AM on the scheduled collection day or no earlier than 4:00PM on the day preceding the collection day and must be removed by 6:00PM on the day of collection.

SPECIAL REFUSE CARTS AVAILABLE TO RESIDENTS OF MANCHESTER

We are pleased to announce that officially approved 65 and 95-gallon refuse carts are available through the Department of Highways to Manchester's residential trash customers.

The use of these containers has been very successful in the Downtown Area in eliminating windblown litter, blowing trash cans, loss of container lids and strewn-about refuse caused by broken trash bags. As you are aware, residential dwellings in Manchester are also susceptible to these trash problems.

Some of the many benefits of the "cart" system are;

Ease in Handling - These are wheeled containers with large handles and a tilt feature.

Permanently Hinged Lid - Totally containerized refuse, eliminating intrusion from wind, rain and animals. Toughness and Durability -With a 10-year warranty: Replacement parts are readily available.

Loss Prevention - Unlike regular trash cans, each cart has its own permanent, individualized serial number.

Not Subject to Weight Limitations - They are dumped hydraulically by a special attachment on city refuse trucks and are not subject to weight limitations specified in the City Refuse Regulation

Larger Capacity - 65 gallon "carts" have the capacity of two (2) approved trash cans and 95 gallon carts have the capacity of three (3) -while the dimensions of both sizes accommodate doorways and gates.

The "carts" are available at roughly half-price: $47.00 ea. for the 65 gallon and $50.00 ea. for the 95 gallon size. (Call our Recycling Coordinator at 624-6444 ext.303 for details)
The carts can be purchased at the Highway Department (Mon - Fri 8:00am - 5:00pm) or at the Drop-Off Facility (Mon - Fri 7:30am - 3:00pm, and the 1st and 3rd Sat of the month from 7:00am - 11:30am).

HOLIDAYS
Refuse is not usually collected on holidays, and refuse collection schedules may vary during holiday weeks. Generally, residents should put their trash out on the normally scheduled day during a holiday week (those scheduled for the holiday itself should put their trash out on the following day). During holiday weeks, we work longer days following the holiday to catch up.

For example: If Monday is a holiday, then collections normally scheduled for Monday will be collected on Tuesday. Once all refuse normally scheduled for Monday has been collected, our crews will begin collecting refuse normally scheduled for Tuesday. On the following day, (Wednesday), our crews will complete Tuesday's collection and start on Wednesday's collection. By the end of the week, we will have collected all refuse for that week.

In the event a holiday falls later in the week, and we are not able to complete collections by the end of the day on Friday, our crews will work on Saturday until completed.

Refuse Regulations:

CONTAINERS:
Garbage/rubbish barrel must be one of a metal or plastic construction with handles, having a capacity of not over 33 gallons, a weight including the contents of not over 75 pounds and having a cover or other device to keep moisture out. The container must be in good condition and of standard shape to be handled by workmen. Cut down 55 gallon drums of either plastic or metal construction are NOT acceptable.

Toters approved by the Hwy Dept for use in the Downtown Refuse Collection Zone will also be available for residential use in Mar. 2002.

Plastic waste bags sold commercially for the storage of garbage and rubbish properly secured at the top are acceptable, min. size 13 gallon max. size 33 gallon.

Cardboard containers shall be broken down before being placed in containers or securely tied together.
These items should be recycled.

Plastic waste bags securely tied, are the only acceptable container for ashes and animal waste.

The landlord, to meet individual conditions and requirements must furnish a sufficient number of barrels.

COLLECTION:

Syringes: The needles should be broken off of all syringes. It is requested that these be packaged separately and brought to the Citizen Drop-Off Area located at 500 Dunbarton Road (624-6504). If necessary, syringes may be placed with your garbage but must be placed in a thick plastic container, i.e.: Clorox bottle with the cover tightly secured.

No garbage/rubbish shall be placed for collection before 4:00 PM of the day preceding the collection day that has been designated by the Department of Highways for that area of the city. Empty containers shall be removed from the right-of-way and stored on the property to which they belong, no later than 6:00 PM on the day of collection. Garbage/rubbish that has not been collected because it has not been properly prepared or placed; shall also be removed from the right-of-way and properly stored or otherwise disposed of, no later than 6:00 PM on the day it was to have been collected.

NO person shall deposit garbage/rubbish into any container containing or having previously contained flammable liquids, or other combustible or dangerous materials; nor shall any person deposit ashes in any refuse container which contains other refuse materials.

Plaster and/or other materials resulting from construction of or alterations to buildings, shall not be deposited in refuse containers. Such materials must be disposed of by the OWNER or the CONTRACTOR engaged to construct or alter said buildings. This material is accepted for a fee, at the Manchester Citizen Drop-Off Center located at 500 Dunbarton Road (624-6504).

Compostable leaf and yard waste material must be separated from garbage and rubbish and handled in accordance with the City of Manchester, Yard Waste Collection policies. Call 624-6504 with questions.

Refuse should be placed at the edge of the roadway so as not to block the sidewalk area.

Placement of refuse/garbage for collection shall be limited to twice the volume of material that is normally generated for the available containers at the property.

When the Owner/resident has failed to comply with the requirements of these regulations, the Director of the Department of Public Works at his discretion, may refuse to collect the refuse as well as have the property owner cited.




MANCHESTER DROP-OFF FACILITY RATE SCHEDULE
Effective July 1, 2003

1) Municipal Solid Waste, Yard Waste (4ft. or less only) and Scrap Metal $ 0.075/lb. $150/ton)
Example: 300 lbs. x $0.075 = $22.50

2) Construction & Demolition Materials $0.075/lb. ($150/ton)

3) White Goods
a) Appliances per item $10.00; Appliances containing CFC's per item (Refrigerators, freezers, air conditioners) $15.00

(4) Recyclables
Mixed paper & cardboard; plastics, tin, steel, aluminum and glass, food & beverage containers NO CHARGE

(5) Automotive Wastes
Tires, batteries and waste oil (Tires Off rim; oil in 1 gal. milk jugs) NO CHARGE

NOTES

1. Hazardous wastes such as oil based paint, paint thinner, fertilizers, driveway sealers, etc. are not accepted at this facility. ANY customer attempting to dispose of hazardous waste will be prosecuted to the fullest extent of the law and will be banned from utilizing the facility.

2. Curbside Pick-Up Service for appliances is available on a prepaid/appt. basis only. Appliance stickers may be purchased at the Manchester Hwy. Dept. on Maple & Valley Streets.

Appliances w/CFCs $25.00
Other Appliances $20.00

3. All other bulky items such as furniture, sofas, rugs etc., are picked up by appointment only. There is no charge for this service- call 624-6504 to schedule a pickup.

4. To minimize your disposal costs, we suggest separating cardboard from other wastes delivered to the Drop-Off Facility. There is no charge for cardboard if recycled!
